PLANS for 41 new homes in Freeland could be given the go ahead by councillors on Monday, despite concerns from villagers.

Daniel Family Homes has put in an application for the houses - 20 of which will be affordable - for land between Wychwood House and Malvern Villas on Witney Road, known locally as Slatters field.

But Freeland Parish Council has said the development will have a "detrimental impact" on the village, especially because of its access point onto the A4095 which members claim is already "dangerous and difficult" at peak times.

Vice chairman Robert Crocker said: "The A4095 is already exacerbated at peak times, which is pretty much 12 hours a day. It's just horrendous.

"Another problem is the development will have no pedestrian or cycle links between the rest of the village.

"So what we are finding is anyone who will live there will have to get in their car and travel. They will not have to much to do with Freeland."

Mr Crocker said the council was not against more homes for the town, but felt this scheme was "all wrong".

He added: "We are not village NIMBYs, we just don't think this benefits the community. It could have been done better."

In a report from the parish council to West Oxfordshire District Council, members wrote: "Anyone living locally is more than aware that the A4095 is very severely congested heading from Witney towards Bladon in the morning peak hours.

"The cars are literally nose to tail crawling along at barely 10mph. With even more vehicles trying to access the A4095 from the proposed site, this will prove almost impossible and will inevitably result in residents taking more chances which could lead to an increased number of accidents."

Concerns have also been raised the extra pressure on the already full local schools.

Members of the parish council are worried children will have to go to schools outside the village, which could lead to families struggling to fit into the Freeland community.

District councillor for Freeland Colin Dingwall said: "Most of the schools in this district are pretty close to capacity or at capacity. So we have to be careful where houses go. You can't just build a new school in the middle of a village."

At its May 2015 meeting, Freeland Parish Council was presented with a petition signed by 271 residents who were all against the proposed development of 41 homes.

And WODC has received 38 letters of objection so far. There has also been one letter of support, saying the scheme will offer 20 affordable homes, will improve the village infrastructure, and encourage more public transport.

Councillors will be discussing the plans at 2pm during West Oxfordshire District Council's Uplands Area Planning Sub-Committee meeting.
